Morethanthreedecadesafteritsimplementation,thefamilyplanningpolicyinChinahasledtoaswiftlyagingsocietywithashrinkingyoungpopulation.Despitethelaunchofthetwo-childpolicyin2015,therewere17.23millionbirthsontheChinesemainlandin2017,adeclineof630,000overthepreviousyear,accordingtotheNationalBureauofStatistics.Ifthistrendcontinues,anosediveinbirthsinthecomingyearswillbeinevitable.

TwoprofessorsputforwardaproposalinanarticlepublishedintheXinhuaDailyrecently,suggestingthatthecountryshouldimmediatelyremoveallbirthlimitsinresponsetoasharplydecliningbirthrate.Theyproposedestablishingafertilityfundthatwouldbeestablishedbydeductingmoneyfromthemonthlysalariesofcitizensundertheageof40untiltheyhavetwochildren.Oncetheyhavetheirsecondchildtheycanwithdrawfromthefundandreceiveanadditionalsubsidyfromthegovernment.Iftheydonothaveasecondchild,theycanonlywithdrawtheirpaymentsaftertheyretire.

Theirproposalwasquicklycriticized.Mostpeoplebelievetheso-calledfertilityfundisapretenceforextractingmoneyfromthepublic,orafineonthosewhodon鈥檛haveasecondchild.Theysaythatitisaprivateissueandtoimposefundpaymentsoncitizensisbreachingtheirpersonalrights.Somethinkthatthestateshouldnotchargefees,butinsteadprovidetaxincentivesandotherfavorablepoliciestomorerealisticallysubsidizefamilies.Yetotherpeoplebelievethetwoprofessors鈥檚uggestionshouldnotbetotallydismissed,astheyonlymeanttohelpsolvetheissueandnotangerthepublic.
