Butintheprocessofdevelopment,someproblemsalsoappeared.Oneofthemostprominentsideeffectsofrapideconomicprogresswasunbalanceddevelopmentbetweenurbanandruralareas.Moreandmorepeoplebecameattractedbytheadvantagesofbig-citylife,andtheone-wayflowofthepopulationfarexceededanyone’sexpectations.Thedemandoncivicstructuresbecamebloated,andsectionsofthemigrantlaborforcewereunabletoaccessfundamentalpublicservices.

Theseissueshaveattractedtheattentionoftheauthoritiesinrecentyears.BasedonthehistoricalpositionofsocialismwithChinesecharacteristicsinthenewera,the19thNationalCongressoftheCommunistPartyofChinaproposedthattheprincipalcontradictioninChinesesocietyhadtransformedintothedisparitybetweenpeople’sgrowingneedsforabetterlifeandunbalancedandinadequatedevelopment.
